What is Transformation?
Transformation is about modernising and transforming social care to enable increased choice and control in the way that people receive services.
What is Personalisation?
Personalisation means that services are tailored to meet people’s needs and wishes. Instead of having to fit into existing services, people will have more choice, responsibility and control. They will have the right to commission, and manage their own care.
Local Authorities are required to offer personal budgets, the cash equivalent of directly provided services to be used by the recipient to purchase or contract their own services. Health services will soon be required to offer personal budgets for some services
People who lack the capacity to buy their own services can have them purchased and managed on their behalf by a carer or the authority
What is the vision for Personalisation?
The Governments “ Vision for Social Care Capable Communities and Active Citizens“ which can be accessed at www.doh.gov.uk identifies the key principles and objectives of personalisation which under the current government devolves responsibility down to local communities under the sector agreement “Think Local Act Personal" - www.thinklocalactpersonal.org.uk - which is supported by a wide range of guidance and examples of good practice at a local level
What does personalisation mean for my organisation?
If your organisation delivers adult care services you will be profoundly affected by personalisation as services previously funded by local authority grants or contracts will increasingly be purchased by service users using their personal budgets. Some health services will also be purchased soon with personal budgets.
The introduction of Personal Budgets will however give you a key role, in offering a wider choice of services to people who can buy their own services. You will need to review the design and delivery of your services in response to people who may wish to buy your services directly using their personal budget
What if we do not provide adult social care?
Personalisation may soon affect you if you provide services related to adult social care such as housing or adult education or to young people in transition to adult services. It will be useful for all organisations to be aware of personalisation and how it could affect ways of working in the third sector.
What is CVS Doing?
CVS is committed to supporting voluntary agencies in responding to personalisation while working with local authorities and health services to influence and shape their strategic approach and policies to the new market in social care.
CVS offers to carry out planning meetings with your managers and staff and coproduce an action plan to help you continue to provide services for the people you are here to help.

In Control - www.in-control.org.uk - A useful resource in gaining a greater insight into Personalisation. In Control believes people who need support can control their own lives and be full citizens - using Personal Budgets as part of their Self-Directed Support.
How will people buying their own services be safeguarded?
