What is ConsortiCo?
- ConsortiCo is a not-for-profit company, limited by guarantee, owned wholly by member organisations.
- A primary aim of ConsortiCo is to improve the quality of life of local people, especially those who are disadvantaged or vulnerable, by delivering high quality, cost effective services.

ConsortiCo will act as a Super Contractor, identifying public service contract opportunities. Our goal is to secure these contracts and deliver them through subcontract arrangements with local, not-for-profit, sector three organisations, for the benefit of local communities.
Why do we need ConsortiCo?
- We have seen sector three’s traditional grants and service level agreements replaced with contracts procured through open and competitive tendering.
- Nationally, government grants as a proportion of government funding to sector three fell from 60% in March 2004 to only 40% in March 2008.
- Both the European Union and the UK Government have introduced procurement directives and legislation aimed at ensuring that potential providers of public service contracts have an equal opportunity to secure them, irrespective of where they may be based in the EU.
- Procurement processes employed must now be open, competitive and transparent. Government organisations must now bring more of their services to the market place.
- Government organisations must now deliver year on year savings through more efficient procurement of public services. As a result larger and more
- complex contracts are being offered, which are beyond the reach of small to medium sized sector three organisations.
- In response, nine charities have reacted to these changing circumstances by creating a consortium fit for the Bedfordshire and Luton sub region and beyond. The ConsortiCo consortium is the product of this work.
What is our market place?
- ConsortiCo operates across all markets that sector three organisations currently deliver to. This is because existing consortia, based on specific markets, are already reporting difficulties in flexibly responding to the more holistic and complex public service contracts offered by government sector commissioners.
- ConsortiCo has purposely set out to be the most effective provider of holistic services.
- ConsortiCo will offer the public and commissioners alike, all the flexibility and economies that such a consortium of not for profit making organisations can muster, together.
