Community Safety and Public Protection is responsible for creating safe communities, thereby enhancing the attractiveness of the area to people and businesses. It also provides a regulatory environment that is supportive to business growth whilst protecting public health and consumers. It is also responsible for Trading Standards, Emergency Planning and Licensing.

Waste is responsible for the sustainable waste management system, which minimises waste generation and the use of landfill, whilst maximising the re-use, recycling and composting of waste. It maintains high standards of cleanliness and provides an effective response to incidents of fly tipping, littering and graffiti.

Leisure is responsible for the management of theatres and leisure centres; sports development and positive activities for young people - Including subsidised transport, volunteering, holiday activities, development of clubs, extra-curricular school sports partnerships and outdoor education as well as the development of play, outdoor sports and the management and maintenance of informal open space in the towns and villages.

Planning is responsible for developing local strategies for planning, housing and transportation, and for the Local Development Framework Core Strategies as they replace existing Local Plans. It is also responsible for the consideration and determination of all types of planning and related applications, defending the decisions of the authority on appeal and enforcement of planning controls.

Economic Growth works to ensure that the area is prosperous with a range of job opportunities to support the growing population and seeks a thorough economic assessment, to secure government funding and inward investment.

Skills includes skills training to support economic growth; Adult and Community Learning - learning opportunities for adults and their families to acquire vocational skills and improve their own mental well being - and Libraries, which runs twelve libraries, a Community Resource Centre, two mobile library services and five homework centres. 

Regeneration includes community regeneration through community involvement, physical regeration of communities and the management, promotion and development of over 800 hectares of countryside sites at 41 locations involving key partners; National Trust, Greensand Trust, Wildlife Trust, Shuttleworth Trust and Marston Vale Trust.
